Usually, when we address a letter, the salutation means something. It means
for whom the letter is intended.

In his letters' salutations, Paul, many times, began his letters with, "...to the church...at Corinth...." (1 Cor. 1:2; 2 Cor. 1:1), "...to the churches of Galatia....(Gal. 1:2), "...to the church...of the Thessalonians,,,,"(1 Thess. 1:1; 2 Thess. 1:1).
However with other letters, Paul uses a different address: "...to the saints...at Ephesus...who are faithful in Christ Jesus." (Eph. 1:1) , "...to all who are beloved of God at Rome, called as saints..." (Rom. 1:7) The the other of Paul's writings, his other salutations are less descriptive, but all have "...to the saints".
ONE COMMENTATOR WRITES: "At Ephesus (en Epeswi)." MAY HAVE BEEN ADDED. In Aleph and B these words are inserted by later hands, though both MSS. give the title Proß Epesiouß.
Which would mean to a wider group., but still "to the saints." Origen explains the words toiß agioiß toiß ousin as meaning "the saints that are" (genuine saints), showing that his MSS. did not have the words en Epeswi.
What does "church" mean?
ACTS 19:39,41 For "assembly" is translated from ecclesia or more often in the scriptures, this Greek word ecclesia is translated "church".
DESPITE OUR CONSTANT USE OF THIS WORD AS A BUILDING OR EVEN INSTITUTION, THE BIBLICAL GREEK NEVER USES THE WORD TO MEAN A BUILDING
What does "saint" 'agious
The Apostle tells us...He chose us
verse 4
He chose us in him before the foundation of the world, that we would be holy and without blemish before him in love; even as he chose us in him before the foundation of the world, that we would be holy and without blemish before him

Verse 4 Even as he chose us in him (kaqwß exelexato hmaß en autwi). First aorist middle indicativise of eklegw, to pick out, to choose. Definitive statement of God's elective grace concerning believers in Christ. Before the foundation of the world (pro katabolhß kosmou). Old word fromn istia kataballw, to fling down, used of the deposit of seed, the laying of a foundation.
Obviously, "our being chosen before the foundation of the world" is not something we worked to achieve or acquire. JOHN THE APOSTLE WRITES:
